The Ministry of Agriculture, in partnership with the European Union, Oxfam, the Palestinian Center for Economic and Social Development, and Al-Baraka Insurance Company, conducted a field visit to several farmers benefiting from agricultural insurance services in the towns of Ajja, Beit Qad, and Deir Abu Dhaif in the Jenin Governorate. This visit was part of the "Building Agricultural Insurance Systems and Services" project, implemented under the slogan "Your Insurance Protects the Fruits of Your Years," aimed at strengthening the resilience of Palestinian farmers in the face of agricultural and climatic risks.
The delegation was headed by the Undersecretary of the Ministry of Agriculture, Engineer Bader Al-Hawamdeh, and included the Assistant Undersecretary for Agricultural Aid and Insurance, Ms. Adiba Musleh, the Assistant Undersecretary for Technical Affairs, Engineer Amjad Salah, the Coordinator of Governorate Affairs, Engineer Samir Samara, and the Director General of the Jenin Agriculture Directorate, Engineer Omar Bisharat, Director General of International Relations, Engineer Mahmoud Fatafta, Director General of Agricultural Insurance, Ms. Jumana Hamayel, and the directors of the South Jenin Department, Ms. Lama Abu Bakr, along with ministry staff, were present, as were representatives of the project's supporting partners: Ms. Munseh, Ms. Lucia, and Mr. Ammar Al-Khatib from the European Union; Mr. Mustafa Al-Tmaizi from Oxfam; Mr. Abdul Hakim Abu Ara from the Palestinian Center for Economic and Social Development; and Mr. Abdul Hakim Qasim, General Manager of Al-Baraka Insurance Company.
At the beginning of the visit, Al-Hawamdeh conveyed the Minister of Agriculture's greetings to the farmers and attendees, emphasizing the ministry's continued commitment to working with its local and international partners to support the resilience of Palestinian farmers and strengthen their presence on their land. He also stressed the importance of the partnership with the European Union, Oxfam, the Palestinian Center for Economic and Social Development, and Al-Baraka Insurance Company in developing the agricultural insurance system in Palestine.
Al-Hawamdeh pointed out that the Palestinian agricultural sector faces increasing challenges due to attacks by the occupation and settlers on one hand, and natural disasters and factors on the other. This makes agricultural insurance not only a tool for compensating farmers, but also a tool for strengthening their resilience by ensuring the sustainability of agricultural investments, the continuity of agricultural production, maintaining food security, and achieving sustainable development.
For her part, Ms. Adiba Musleh emphasized the importance of continuing to develop the agricultural insurance system and strengthening the partnership between the public and private sectors. She commended the level of awareness among Palestinian farmers and their understanding of the importance of agricultural insurance as a means of protecting their investments and reducing their losses.
Ms. Patricia, the European Union representative, affirmed that the Ministry of Agriculture is a key partner in implementing development programs that support the agricultural sector. She stressed the importance of supporting Palestinian farmers under the current circumstances and affirmed the European Union's continued support for efforts aimed at expanding agricultural insurance services and reaching a larger number of farmers in the future.
For his part, Mr. Mustafa Al-Tmaizi, representative of Oxfam, praised the existing partnership between the various parties, emphasizing the project's importance in enhancing farmers' ability to manage risks and protect their agricultural investments. He also commended the efforts made to achieve these results despite the challenges encountered during project implementation.
Mr. Abdul Hakim Qasim, representative of Al-Baraka Insurance Company, affirmed that the successes achieved were a result of the effective partnership between all parties. He noted that agricultural insurance has become a strategic direction requiring further expansion and development. He also reviewed several success stories, expressing his appreciation for the farmers' trust and their willingness to utilize agricultural insurance services.
During meetings with local authorities, municipal representatives stressed the project's importance in protecting farmers' investments and enhancing their stability. They called for expanding agricultural insurance services and implementing more projects that support the agricultural sector, especially in light of the increasing challenges facing farmers.
The delegation also listened to several farmers who benefited from the program. Farmer Zakaria shared his experience with agricultural insurance, explaining that insuring his farm helped mitigate the losses he incurred and enhanced his sense of security and stability. He called for expanding the reach of these services to more beneficiaries.
In Deir Abu Dhaif, several farmers emphasized that agricultural insurance has become an essential tool for protecting agricultural work and mitigating potential risks and losses. They highlighted its role in promoting the sustainability of agricultural production and supporting farmers' resilience.
The "Building Agricultural Insurance Systems and Services" project, implemented from 2022 to 2026, is a partnership between the Ministry of Agriculture, Oxfam, and the Palestinian Center for Economic and Social Development, with support from the European Union and in cooperation with Al Baraka Insurance Company. Its aim is to develop a sustainable Palestinian agricultural insurance system that strengthens farmers' ability to cope with natural and climatic risks and maintains the sustainability of agricultural production.
The visit concluded by emphasizing the importance of building on the achievements of past years and working to expand agricultural insurance services to include more farmers and agricultural activities, thereby strengthening the resilience of the Palestinian agricultural sector and supporting food security and sustainable agricultural development.
