The Deputy Minister and the Minister’s Advisor for Governorate Affairs discuss strengthening governance and developing institutional performance, and follow up on the implementation of the financial grants project with FAO

Deputy Minister of the Ministry, Eng. Bader Al-Hawamdeh, accompanied by the Advisor for Governorate Affairs, Eng. Samir Samara, held a meeting with the Directors General of the Agriculture Directorates in the governorates at the Ministry's headquarters in Ramallah. The meeting focused on strengthening governance, developing institutional performance, and enhancing the efficiency of administrative and technical work in the directorates and agricultural offices.

During the meeting, Al-Hawamdeh emphasized the importance of preparing clear implementation plans based on sound organizational and administrative foundations. This includes distributing roles and responsibilities and ensuring equitable service delivery across all regions, thereby enhancing performance efficiency and optimally serving farmers.

He stressed the necessity of organizing internal correspondence according to approved frameworks to ensure clear responsibilities and swift action. He also emphasized the importance of systematically documenting procedures and field activities to reflect a high level of professionalism and transparency. For his part, Engineer Samir Samara emphasized the importance of unifying administrative frameworks across directorates and their affiliated offices, and strengthening internal communication and coordination channels to ensure clear responsibilities and integrated roles. He stressed the need for close monitoring of the work of agricultural offices in the governorates and the submission of regular reports reflecting performance and challenges, thus contributing to informed decision-making based on accurate and up-to-date data.

The meeting also discussed updates on the conditional cash transfer project implemented through the Ministry's Project Management Unit in partnership with the Food and Agriculture Organization of the United Nations (FAO), following the official approval of beneficiary lists by directorate heads and their submission to the partner organization.

The attendees discussed the mechanism for conducting verification visits to beneficiaries in the upcoming phase. More comprehensive and precise verification protocol will be adopted to ensure transparency and fairness in beneficiary selection and to document all procedures on the ground, particularly those related to field crop cultivation projects. Al-Hawamdeh stressed the crucial role of directorates and technical teams in ensuring the success of verification and follow-up phases, thereby enhancing the integrity of implementation and reinforcing the principles of good governance in managing development projects that support farmers' resilience and strengthen food security.
