The Ministry of Agriculture, in cooperation with the European Union, launched a specialized capacity-building training program on Value Chain Analysis for Development (VCA4D) methodology. The training took place from May 10-14, 2026, in Ramallah, with the participation of international experts and representatives from relevant institutions.
The training was inaugurated by the Undersecretary of the Ministry of Agriculture, Engineer Bader Hawamdeh, who emphasized the importance of developing national technical capacities in agricultural value chain analysis and enhancing the quality of data upon which the Ministry relies to diagnose production chains and prioritize interventions and development projects.
Hawamdeh highlighted the current state of the Palestinian agricultural sector and the political and economic challenges it faces, particularly the obstacles resulting from the occupation's practices and the direct and indirect losses incurred by farmers. He stressed that developing analytical and planning tools is a fundamental pillar for supporting farmers' resilience and promoting sustainable agricultural development. The training focuses on introducing participants to the VCA4D methodology and its applications in the Palestinian agricultural context. It covers four main areas: functional analysis, economic analysis, holistic and social analysis, and environmental analysis. Participants also engage in group work and practical exercises in planning and collecting the data necessary for economic, social, and environmental analyses.
The program aims to enhance the capacity of Palestinian personnel and institutions to understand and analyze agricultural value chains in an integrated manner. This will contribute to improved planning, investment guidance, and decision-making processes within the Palestinian agricultural sector.
